In E, the second half of the sentence - like it did earlier in the decade is wrong.
like is always used with a phrase and not with a clause.
Here "it did earlier in the decade" is a clause.
Like is used to compare nouns, here we are comparing the action.
Hence use of "as" is correct.

Actually I was talking about the original sentence under discussion....

Can you please what is wrong in option E in below question(same as in the original post):
