IMO C. what's the OA?
Conclusion is that 'China has a factional political system'
Also it is said that 'China has a closed system'.
Hence 'All closed political systems should be factional political systems', only then China can have a factional political system.
Hence C

Conclusion: Political system is factional
Anything that links closed sytem with factional sytem can support the conclusion.
Option B says the opposite while option C says it correctly.

I think A shud be the answer.
It is clearly stated tht

factional political systems are found in open societies.... and china tho it has closed system exhibits external characteristic of factional systems.... they have also used the word YET which shows doubt in wht is stated earlier(china being a closed system)
wht u can infer from this is tht all open political systems are factional..
