I believe for (B) to be the correct answer choice, it should be "the recession" and not "a recession".

To express intent or purpose, we typically use the infinitive (TO + VERB):

INCORRECT: John went to the store FOR BUYING milk.
CORRECT: John went to the store TO BUY milk.

Eliminate A and D (which say for helping) and E (which says for pulling). To express the PURPOSE of the Chancellor's action, we need the infinitive: the Chancellor has called for significant restraints...TO HELP West Germany.

In C, in welfare SPEND makes no sense. The gerund form is needed: in welfare SPENDING. Eliminate C.

The correct answer is B.

To help PULL West Germany means to help US pull West Germany.
To help WEST GERMANY pull means to help WEST GERMANY pull ITSELF.

The first meaning seems more appropriate here.

kindly explain "To express intent or purpose" regarding usage of to+verb.
