IMO C

a -> Much better is redundant
b/e -> compares tablet with 'keep records & transmit at a faster rate' instead of Paper
d -> faster rate speed doesn't make sense !

IMO C

A) faster-much-better ---> redundant
B) comparing "records and transmit information" Vs "stone tablets". (wrong comparison)
D)faster implies speed. (use of word "speed" is redundant)
E) comparing "records and transmit information" Vs "stone tablets". (wrong comparison)

IMO C

With the advent of papyrus, an early form of paper, civilizations could keep records and transmit information at a faster rate than transmit information with stone tablets.
