In parallelism, and thus in comparisons, whatever appears in RHS must appear in LHS of the parallel marker.
Between B and E, time frame has not been shifted(in the last two months). So, remain in same tense. B is while E is not.

let us look at the meaning of the sentence -
Option A -
"have not been eager to invest the new money, instead of preferring to raise the cash levels in their portfolios at"
the "instead of" implies that they did not adopt the strategy - raising cash levels in their portfolios.
Also, this portion does not make logical sense here -
"raise the cash levels ... at the highest level".
Option B - Correct Answer.
"have not been eager to invest the new money, instead preferring to raise the cash levels in their portfolios to"
this implies that the strategy was adopted - raising the cash levels in their portfolios.
Option C - incorrect.
I think the correct idiom is "eager to do something";
Also, "instead of" changes the meaning.
Option D - Incorrect.
"instead of" is incorrect here.
"raise the cash levels at" is incorrect here.
"were not eager to invest the money" - It is better to use the present perfect, since we are referring to an action that started in the past and continues to the present. (the sentence says - "in the last two months")
Option E - incorrect.
Same reasons as above.
