Hi nahid078,

This SC offers a Comparison by using a 2-part phrase, which means that we have to compare "like" things and do so in Parallel "format."

1) Comparison: The 2-part phrase in question is "not _____, but _______." The first part of the sentence gives us the "not _____" the second part of the sentence must gives us the "but ______." Eliminate C and E.

2) Parallelism: The Parallelism is built into the comparison - "not A LAW ENFORCEMENT AGENCY" is the first phrase that must be paralleled by the second phrase. The second part of the sentence gives us "but....AN INTELLIGENCE AGENCY", so we don't need anything else to complete the parallelism. Eliminate A and B.

Final Answer: D
