Why the OA is D??

As a large corporation in a small country, Hachnut wants its managers to have international experience, so each year it sponsors management education abroad for its management trainees. Hachnut has found, however, that the attrition rate of graduates from this program is very high, with many of them leaving Hachnut to join competing firms soon after completing the program. Hachnut does use performance during the program as a criterion in deciding among candidates for management positions, but both this function and the goal of providing international experience could be achieved in other ways. Therefore, if the attrition problem cannot be successfully addressed, Hachnut should discontinue the sponsorship program.

It is clearly D because initially the argument describes a policy, and also the argument solely is about the evaluation of the policy. The first statement "each year it sponsors management education abroad for its management trainees".. introduces the policy, as in it describes the policy, and the second bold sentence
"both this function and the goal of providing international experience could be achieved in other ways"... introduces an idea stating that the policy is not needed as it ain't yielding in good results.

The argument hovers ard the fact that whether international experience needs to be given to the new mgmt trainees "only" through a MBA or not.And the second bold face confirms that the objective could also be achieved by some other means.

Thsi is clearly depicted in option D.

Function refers to the " how thw goal is going to be achieved .It refers to the mode through which the goal will be achieved. MBA(mgmt education) is the mode & goal is international exposure.!!
