IMO B

A) out of scope
B) Correct.
C) argument relating to non-violent crime is out of scope
D) Argument doesnt say anything about in-house rehab programs.
E) Out of scope.

Yep, B.

Drug users who commit crime should either:
1. be given stricter punishments
2. undergo rehab --> this should happen only if this option will deter that person from committing crime again

Research shows that people who undergo rehab do not not commit crime again.

Therefore, drug users who commit crime should be given stricter punishments.
