Best Sentence correction anomaly

53. There is no consensus on what role. if any, is played by acid rain in slowing the growth or damaging forests
in the eastern United States.
(A) slowing the growth or damaging
(B) the damage or the slowing of the growth of
(C) the damage to or the slowness of the growth of
(D) damaged or slowed growth of
(E) damaging or slowing the growth of

The correct answer is E.

however, since damaging and slowing are linked by "or" either verb can take the sentence that follows.
so, if the sentence is broken it can be read as:-

There is no consensus on what role,if any, is played by acid rain in damaging the growth of forests
in the eastern United States.

which is clearly illogical as growth is not tangible so it cant be damaged-though it can be hampered but thats not relevant here.

I also understand the correct parallelism
The sentence can be rephrased as,

what role is played by acid rain in damaging forests
what role is played by acid rain in slowing the growth of forests

Here parallelism is maintained properly and preposition "of" is needed.

-since the sentence can have two meanings hence the it is clearly ambiguous.

C on the other hand changes the intent slightly but is grammatically perfect.

If you have a logical explanation of why E is correct. please share.

Above is actually an incorrect interpretation of the sentence. The correct interpretation can be broken down to:

There is no consensus on what role, if any, is played by acid rain in damaging forests in the eastern United States.

and

There is no consensus on what role, if any, is played by acid rain in slowing the growth of forests in the eastern United States.

I think most people would find "the slowness of the growth of forest" to be an awkward phrase and a signal that there must be a better answer.
