I just searched NY times. There are cases in which
to be attacked as + past participle
is used. Nowhere is the other form used, i.e.
an attack as + past participle
Maybe the 1st is idiomatic and the 2nd is not.

Based on this I will eliminate all answers that have
attacks as ....
B&D are the only ones left.
D states that the test was revised in the past because it is still being attacked in the presence. As the revision is the result of the attacks, I would assume that the attacks should be preceding the revision in time.

So I would pick B

There is no parallelism between after many attacks recently as
dated and culturally biased.

(B) has recently been attacked as dated and culturally biased and is finally being revised

The parallelism is maintained. Also the sequence of events makes the meaning clearer.

The test has been attacked and [has been] culturally biased and hence is being revised.

(C) is finally under revision for receiving much
recent attack as dated and culturally
biased

Same as A and lacks sequence
(D) was finally revised recently because it is
being attacked as dated and culturally
biased

Changes the meaning

(E) is finally to be revised after recent attacks
as dated and culturally biased.
