D, E are run on's.

music has already been written so Has in B doesnt make sense.

There is no realistic object (whom i would like to thank) Hence whoever is better.

First, if we are clear about the difference in the usage between "whoever" and "whomever", we can eliminate some options.

I would like to thank whoever/whomever it was that wrote the music
Break up -
I would like to thank him. He wrote that music ( imples Whoever)
I would like thank him. The music was written by him (implies whomever) -- also Passive voice

Therefore, IMO A
