confused about word REINFORCING used.

kindly clear my confusion of the CR question below:

Karen : Compliance with new govt regulations requiring the installation of smoke alarms and sprinkler systems in all theaters and arenas will cost the Multiplex industry $25 billion annually. Consequently , jobs will be lost and profits diminished. Therefore, these regulations will harm the country's economy.
Lima : The $25 billion spent by some businesses will be revenue for others. Jobs and profits will be gained as well as lost.

Lima responds to Karen by -
i . Suggesting that Karen's argument overlooks a mitigating consequence.
ii. reinforcing Karen's conclusion by supplying a complementary interpretation of the evidence karen cites.

( I am assuming REINFORCING means strengthening , hence here Lima does actually say that , coz Lima adds another point to Karens conclusion, and not reject it totally ," Jobs and profits will be gained as well as lost" , so will this be a correct option for Lima's response )

You are correct in that 'reinforcing' means 'strengthening'. However, the answer choice you picked says that Lima reinforced Karen's conclusion. This is incorrect.
Karen's conclusion is that the new regulations will harm the country's economy because jobs will be lost and profits diminished.
But Lima says that jobs and profits will be gained as well as lost.
Thus, Lima is not strengthening Karen's conclusion - she is pointing out a mitigating (means 'making less severe') consequence that Karen seems to have overlooked. So, the first option is right.
