word 'direct effect' is unjustified here.
Even if the effect is indirect, the conclusion is valid.
Remember:
Assumption MUST be true for a conclusion
but here(E), this condition is not valid -> Even if the effect is indirect, the conclusion is valid.

E is not possible because it is clearly stated in the argument that the author believes that the unemployment drop is because of the friendly policies. The question asked is about the "assumption", which obviously will never be stated explicitly otherwise it won't be an assumption. Choice B is correct.

Both the above posts are correct. He doesn't have to assume that there is a "direct" effect.

Does he have to assume that there is an effect? No, because that IS his conclusion.
