In the US, where there is national reef plan using cleaned up rigs and tanks, artificial reefs have been mainly used to attract fish for recreational fishing or sport diving. In Europe, artificial reefs have been mainly employed to protect habitat. Italy boasts considerable artificial reef activity.

Any chance you can repost the question with the original language? The current version has so many grammatical errors that it actually hurts my head to read it!
Leaving out articles (e.g. "a", "the", "an"...) and using improper tenses (e.g. "sea life actually be enhanced") makes it very difficult to make sense of the stimulus.
