Equation of line n : y = m1*x + c1
Equation of line p : y = m2*x + c2

Question : m1 < m2 ?

Statement 1:
1=5*m1+c1 = 5*m2+c2
=> 5*(m1-m2) = c2 - c1 --- Insufficient
We need to know the sign of c2-c1.

Statement 2:
c1 > c2
=> c1-c2 > 0 --- Insufficient , As we can't predict relationship between m1 and m2

Combining 1 and 2 :
Sufficient , as shown above :
5*(m1-m2) = c2 - c1 = -ve --- Sufficient

Hence "C".
