I intitially picked A
but i think a perfect verb is required here....though D is not the best setence structure......use of "have" makes it more appropriate than anyother....

any comments ??

hi Reachac, one doubt: sheltering can also function as an adverbial modifier, modifying the verd led? So we should eliminate this option, as we are not sure if it is adverbial or adjectival modifier?
