a) So as to is usually wrong, But exceptions are there for it. We can use SO as to construction in Negative case.
b) Such as is to is wrong Such as will call for examples....But to is not correct to add at the end. No exceptions for this....U can take it as wrong in GMAT.

I think So <Adjective> as to construction is accepted in GMAT, but so as to is incorrect

correct construction is "so [X-adjective] as to y"
