IMO E.

Ratio is singular. A, B & C are out
D - The un underlined sentence says SINCE. So, we should use perfect tenses. Also, I believe the idiom is ratio of A TO B. Not A WITH B.

Is it E because the correct idiom is ratio of X is to Y...Am I making sense?
