Although it claims to

Although it claims to delve into political issues, television can be superficial such as when each of the three major networks broadcast exactly the same statement from a political candidate.
(A) superficial such as when each of the three major networks
(B) superficial, as can sometimes occur if all of the three major networks
(C) superficial if the three major networks all
(D) superficial whenever each of the three major networks
(E) superficial, as when the three major networks each

The answer must be (E).

"such as" in (A) would be appropriate if it were linking noun phrases, but here it's modifying a clause and introducing a clause.

(B) is unnecessarily wordy.

In (C) and (D), the underlined portion is imposing conditions or limitations on when television is superficial -- specifying the conditions under which it is superficial.

(E) uses the right modifier to give an example of when television is superficial. (A), though badly worded, was clearly an attempt to give an example, not set conditions, so that's the right reading -- and in any case (D) would be a bit silly, because it's very unlikely that the writer would've wanted to say that television is superficial only if this one specific thing happens.
