In order to combat Carville's rampant homeless problem, Mayor Bloomfield recently proposed a ban on sleeping outdoors in the city's many parks. He claims that such a measure will force the homeless to either leave Carville or to find means other than sleeping in public parks.

Ok! let's find what it entails for the Mayor's plan to be successful.
Premise: Mayor Bloomfield recently proposed a ban on sleeping outdoors in the city's many parks.
Logical gap: We can assume that there is an alternative shelter in place for homeless people to take advantage of than sleeping outdoors.

Option A - Correct
This shows that there is a change in the city's homeless shelter after the ban.
If true, we can say that there is more than 50% occupancy after the ban, which means that the Mayor's plan will be successful.

Option B - Incorrect
We are not concerned about the exact location where the homeless tend to congregate.

Option C - Incorrect
Any other city aside Carville city is outside the scope of the argument.

Option D - Incorrect
This only claims that the population of homeless people has been slowly decreasing; it doesn't explain the reason for it. Also, it doesn't explain why the Mayor's plan will be successful.

Option E - Incorrect
We are not concerned about how tolerant or lenient Mayor Jonesmith was towards the homeless people.
