OA is B only.

But this modifer dhould have modified Manager rather than a company's manager, whats ur take on this using possessive become opaque.

IMO think of this in the following way:

b) a company’s managers, can determine how much effort should be dedicated to each of the company’s products in order to meet its short and long term goals

a company’s managers, by applying optimization techniques commonly used to plan operations, can determine how much effort should be dedicated to each of the company’s products in order to meet its short and long term goals

The above looks correct. So "B" is the answer.

Rest all have modifier issue. In "d" may and possible together are redundant. Possible itself conveys "May". This may/possible is similar to one question in OG-10.
