(1) does not give enough info to say what x or y is
(2) Absolut numbers are always positive; this statement says that the absolute number is smaller than -y (y=positive, so - y is a negative number); the only nuber for that to work is if x-3 = 0 and y=0, x is therefore 3

|x-3| <= -y can be written as

x-3 < = -y AND (-x-3) <=-y

which gives

x+y <3>= 3

Their intersection being x =3
