(a) Since absolute value of any number is always positive, so is the square of any number. So if the square of x is greater than square of y, then |x| must be > |y|.
(For a quick check, you can take a couple different values of x and y and look for same results).
Sufficient.

(b) x > y
Should be fine when both x and y are positive.
But if y is negative,
e.g. x = 3, y = -4, then x > y.
BUT we are talking absolute values here,
so |3| is NOT > |-4|.
Insufficient.
