twice as many than there were
(B) there is now one mobile phone for every two people, more than twice
as many than there were
(C) there is now one mobile phone for every two people, more than twice
as many as there were
(D) every two people now have one mobile phone, more than twice as
many than there were
(E) every two people now has one mobile phone, more than twice as
many as there were

I have doubt between C and E. And could you please let me know why E is wrong ?

E) changes the meaning of the sentence completely.
'every two people now has one mobile phone'
We are trying to show a relationship between the number of phones and the number of people. This almost conveys the meaning that 2 people own the same phone.
