What is the source of this CR?
According to the quotation marks, the PR rep states the following:
"In order to retain the best science managers, we offer salaries and bonuses at double the industry standard. Our engineers work with the best science managers in the industry."
The quote above seems to consist only of premises.
The conclusion that engineers at this start-up will produce the best results is not part of the quote above and thus is attributed not to the PR rep but to the PASSAGE.
The question stem seems to imply that the correct answer should support the PR rep's statement in red, but this statement seems to function not as a conclusion but as a premise.
A premise is a FACT; it cannot be supported.
I would ignore this CR.
