In 1791 Robert Carter III, one of the wealthiest plantation owners in Virginia, stunned his family, friends, and neighbors by filing a deed of emancipation, setting free the more than 500 slaves who were legally considered his property.

Correct Idiom is Consider X Y. This rules out choices (B), (C) and (E).

To select between choice (A) and (D), check the complete sentence. Before the underline part the sentence ends with comma and there is nothing to continue the sentence with "And" part, therefore you need participial to complete sentence. Hence choose (A).

imo A,

robert carter stunned his family...(how???) (by) setting free the slaves....
so C,D,E are out because use of 'and' means that we are about to talk about something different....

btw A and B, the placement of 'the' is very important. B emphasizes that he had 500 slaves but he set free more than that number. (which is not what we mean here)

A is correct in stressing on the point that robert had more than 500 slaves and he set free all of them!

i do think your first point is correct (consider x y) but the second point you mentioned about using ,and might not be correct because there are many sentences in 1000 SC AND og which have this usage of comma(,) and

Yes but do so because they have something to continue the sentence. Right now I don't have the book to give the specific example. But if you check then you can find such questions at the end of sentence correction sentence or may check the modifier section of KP-800.

Basically you need participial to complete the sentence. The earlier part will act as a modifier to it.

Though your reasoning do provide the alternative way to solve the question. And I totally agree with that. Thanks for your reasoning.
