Hi,
Would is the past form of will. In this case, the past form of the verb "Announced" requires as "would".

For the reasons mentioned above, I agree that B is correct.
One confusion:

is that in the parallel structure of B essential?
(B) had expected and that its business would improve

experts, please help...

For all the lazy people who like to see the underlining.

Also I think B is the right answer because past participle had is correct and because parallelism is required. The company announced that... and that.
