(38) In geology, the term "transform fault potential" denotes the extent to which one tectonic plate could be moved along a major transform fault line, such as California's San Andreas, by an instantaneous strain release, commonly known as an earthquake.

is it A?

option C, D, E says that term is extent. illogical
A is passive and is connected using BY.

could be moved by earthquake.

C,D and E are irrelevant.
B is eliminated because it is unclear if the tectonic plate is going to move something else or itself. By introducing 'could be moved' it is clear the tectonic plate might be moved by something else.
A is the answer.

IMO A

the extent to which one tectonic plate could be moved - Correct

the extent to which one tectonic plate could move - sounds as if the plates travel by earthquake

the extent that one tectonic plate could be moved - "to which" is better compared to "that". But, I am not sure if this sentence is completely wrong or not

the extent of one tectonic plate moving - Same as B

the extent of the movement of one tectonic plate - Same as B and Awkward

Can anyone give a good reason for eliminating C ?

be moved: passive verb correctly linked with earthquake using BY.

A term can not "refer" to the extent of shift. For example the extent "to" which the earth has moved will be indicative of the intensity of the earthquake.

The Transform Fault Potential refers to the extent of movement and under this extent comes the amount the plate has moved.

the extent of the movement of one tectonic plate
