IMO B

subject - skill and precision - is plural. hence needs ARE.
ACD out.

I think skill in doing X is right, than skill to do x.
I am not sure of the rule. But I think its idiomatic.

Here it is skill and precision so plural and hence are. in measuring is better than to measure

"Not only..." should be followed by "but also..."

Personally I think it's ok with "not only... but" (without "also"). I myself met this type of structure several times.

The OA should be B, because skills in measuring, not "skills to measuring"

Not necessary, you can have 'not only X but Y' or 'not only X but also Y'. Both are correct.

As far as I know 'Skill in' is correct. I am trying to find out the same on net but not getting it.

If you guys can cite an OG example of such structure without "but also..." I would like to see it.

On the other hand, I see 6 questions from the OG that have such structure, and none of the correct answer without:

Verbal Guide 1, #52.
Verbal Guide 2, #106.
Verbal Guide 2, #63.
Verbal Guide 2, #68.

I cant tell you which qn it is exactly. But, there is only 1 GMATPREP problem that used this Not only X but Y rule.

Ya... that question follows a different rule...

You may note the following:

Not only x... but also y.
&
not only x... but y - both are correct.....

In the following q but also at is not present in the non underlined part... hence you should just concentrate on not only x... but y

(E) to measure the movements of the Sun and Moon are evidenced not only at - to measure is wrong
