I agree likely to be is a correct idiom but Whats wrong with A? Also, "its" is a possessive pronoun . Can a possessive pronoun refer back to a subject/object noun?

"It is" can be eliminated as it makes the choice(in passive voice) wordy

My 2 cents -
the corrected sentence, which starts after a comma, should start with a reference directly to coordination of monetary policy and nothing else. All the options, other than (E) wrongly modify or refer to something other than the coordination of monetary policy.Although the coordination of monetary policy can help facilitate the orderly financing of existing imbalances, it is unlikely that its effect on their size is significant, in the absence of an appropriate fiscal adjustment.

I think that A is wrong as the effect will be in the future, while "is" is present... Hence not A...
