My bet is B.
A. Vacationers accout for a majority of visitors. Local residents may be minority. Hence, this does not account for the difference.
C. Newly constructed pure aquarium... We dont know about the numbers of existing pure aquarium/zoo. Hence we dont know the relative numbers of pure aquarium/zoo.
D. People who visit a zoo ..... what about people who do not visit a zoo??
E. is comparing Zoo aquariums. We need to compare pure aquariums and zoo.

If we have a single railway station in city, obviously the station is crowded. If we have many railway stations in the city and each train can be boarded in any station, the crowd is dispersed accross all stations.

Visitors to any public establishment consists of 2 types of visitors: locals + vacationers (people who visit on holidays or free time)
We have 2 types of visiting places: Pure Aquarium and Zoo (Aquarium)
What is given:
1. Vacationers account for 50% for Pure Aquarium
2. Vacationers account for 25% for Zoo(Aquarium)
1 implies that for Pure Aquariums 50% of visitors are locals and 50% are vacationers
2 implies that for Zoos 75% of visitors are locals and 25% are vacationers
What does this mean?
A. Vacationers ONLY visit what they do not have access to in their daily lives locally. This means that there must be lot of Zoos and less Pure Aquariums.
B. And large majority of US population lives in metropolitan areas.
Combining A&B out of the choices B is the best answer.
