Plural or Singular

Hi guys,

My question is:

Number or percent such as "30 million USD" or "2% of people", the verb will be singular or pl?

it depends upon the situation in which you use them..but mostly these are considered as singular
here take the examples below:
30million USD is a big amount.
2 percent of the population is below poverty.
