The drains on the money supply revealed a weak national infrastructure [of banking and credit] and precipitated...

So the drains revealed:
1) A weak national banking infrastructure
2) A weak national credit infrastructure

Revealed is in the same tense as precipitated, so this makes the sentence correct.
Constant dripping hollows out a stone.

The relative prosperity of the first years of the twentieth century came to a halt in 1907 - main clause in past tense requires subordinate clause in past tense. A, B ruled out

C. Supply both revealed a weak national financial infrastructure of banking and credit and precipitating.-- Not parallel

D. Supply revealed both a weak national financial infrastructure of banking and credit and precipitating. both..noun phrase....and participial phrase-- Not parallel.

E.Supply revealed a weak national infrastructure of banking and credit and precipitated. participial phrase + and + participial phrase -- parallel

We do not require a comma here, the drains in money supply did two things
1 Revealed weak infrastructure of banking and revealed weak infrastructure of credit .
2. Precipitated a financial crisis

'and' is joining two participial phrases.

A - B NOT because it was WHEN so it has to be in the past so -> revealed.

The rest needs to be parallel. So OA is E
