I will go with C though I think the question is not right for GMAT.
can you post why you think C is right.

1)2x=4y
x=2y, INSUFF
2) xy can be anything 4,9,16
INSUFF

combining both
xy=2y*y is the square of a positive number. But it is impossible and thats my problem. since it contains y^2 which is the square of a number. when this number is multiplied with 2, the new number CANNOT be the square of any number. This is a contradiction to stmt 2. I was told by stuart that statements in DS will never contradict.

but anyway I will chose E
