This is basically a modified stats question involving averages. Converting the question into algebraic form, you get:
(10*1.1x + x) / 11 = 12,000
If you think about it, no matter how the population is distributed, you'll get to an average of 12,000 because we know that one district will have a population below 12,000.
Solve for x above, and you'll get 11,000
