How many natural numbers not exceeding 4321 can be formed ith digits 1,2,3,4 if digits can repeat?

My thoughts:

For each of the 4 number locations, you have 4 choices (since the digits can repeat so none are eliminated when one is used).

So 4*4*4*4 = 256.

What is the answer?
