1] The sides of Q have the same length implies that the quadrilateral could be a square or a rhombus; NOT sufficient.

2] The diagonals of Q have the same length implies that square and rectangle have diagonals of same length, which is alone NOT sufficient.

Combining (1) and (2), only a square is a quadrilateral, which has all the sides of same length and two the diagonals of same length; SUFFICIENT.

The correct answer is C.
