IMO D.

Statement 1.
X= 2+3Y
X-2 = 3Y

X-2/Y= 3 ... therefore X/Y shud be greater than 3. sufficient

statement 2.

2x/3y>2

X/3Y>1..
X/Y>3..hence sufficient.
