No. GMAT would most likely use a Participial phrase for this:

After all, a low American dollar, for example, is bound to rise at some point, thereby substantially reducing the value of money coming back into the U.S.

Or as a resumptive modifier

After all, a low American dollar, for example, is bound to rise at some point, a rise that will substantially reduce the value of money coming back into the U.S.
