factorization vs. multiple table

hey guys,

there are usually 2 types of questions dealing with prime factorization.
(1) a typical one like n/10, does n divide by 5.....
(2) the type where you have to compute multiple table and see how many X's (a specific number) you get.

like lets say up to 10, we are looking for 3's
1
2
3 -->3x1
4
5
6 -->3x2
7
8
9 -->3x3
10

So 4 3's from 1-10. I know this is not a right question but I am just hinting at a question type.

what is the main distinction between these two question types? how would I know whether to use prime factorization or the multiple table. could you give me examples please.

thanks all.

its a pain in the ass when read an unclear PS! if you are so lazy that you cant post the full question, dont study!
