After scanning the two statement, I see that we can jump straight to . . .

Statements 1 and 2 combined
The COMBINED statements tell us that line l passes through quadrants III and IV.
There are several lines that satisfy BOTH statements. Here are two:

Case a:

In this case, the answer to the target question is NO, the slope of line l is NOT negative


Case b:
Image
In this case, the answer to the target question is YES, the slope of line l IS negative

Since we cannot answer the target question with certainty, the combined statements are NOT SUFFICIENT

Answer: E
