statement 1 :

after squaring both the sides and simplification, we get :

(x-1/3)(x-3) = 0 OR x = 1/3 or 3

hence, the statement is not sufficient.

Statement 2 says :

x ≠ 3 , hence not sufficient.

Combining :

we get, x =1/3 , which is sufficient to tell the answer.
