IMO C.

simplyfing and increasing are parallel in C.
aimed at is correct and concise than with the aim to.

Both aim at and aim to are correct idioms.

Aim to means - try to do something
e.g. I aim to reduce weight

Aim at - means target at something
e.g. Arjuna aimed at bird's eye

In this perticular sentence 'with aim to' is wrong therefore, A is wrong.
