Combining (1) and (2), a < b < c < 4b
If a = 1, b = 2, c = 3, d = 8, then a/b = 0.5 and c/d = 0.375. Here a/b > c/d.
If a = 0, b = 1, c = 2, d = 4, then a/b = 0/1 = 0 and c/d = 2/4 = 1/2 = 0.5. Here a/b < c/d.
No definite answer; NOT sufficient.

The correct answer is E.
