Y^2 even power so it hides the base, the base can be negative or positive.
St.(1) if x=-1/2 then x^2=1/4 and y=1/4. x^3>y^2=-1/8>1/16, not possible. Not sufficient.
St.(2) x can be a positive fraction. Nothing about y. Not sufficient.
Together, if x=1/2 then x^2=1/4 and y=1/4. So x^3>y^2 = 1/8>1/16.
