In United States, more than half of all the arrests for serious crimes against property are of 20 year olds or younger

a) of 20 year olds or younger
b) 20 year old or younger
c) of persons 20 years old or younger
d) persons 20 years old or less
e) 20 year old or less

B and E both say that the arrests themselves are 20 years old or younger, which doesn't make sense.

A's construction "20 year olds or younger" is awkward.

D says that "arrests...are persons", which does not make sense (similar to what we saw in B and E).

C's meaning works, and it clears up the awkwardness of A. "arrests...are of persons 20 years old or younger."
