representatives of the umpire's union

"Representatives of the umpire's union, which has threatened to go on strike"

Why is that correct? Isn't representatives plural? (I'm referring the the " 'of' middleman rule" from MGMAT)

Although it could be argued that who use be used, in which case have has to be correct.

Any thoughts?
