Newspaper editorial: In an attempt to reduce the crime rate, the governor is getting tough on criminals and making prison conditions harsher. Part of this effort has been to deny inmates the access they formerly had to college-level courses. However, this action is clearly counter to the governor's ultimate goal, since after being released from prison, inmates who had taken such courses committed far fewer crimes overall than other inmates.

The logic here is trying to understand the concept behind the article so as as to be able to answer the question that follows.

Option A - INCORRECT
This is exactly the premise the governor has based on his decision i.e. he feels that taking college courses has not in any way reduced the inmates getting involved in crimes even after such.

Option B - INCORRECT
This is not exactly correct nor is it incorrect but in actual fact crime rate among the general population are bound to commit crimes more than inmates.

Option C- CORRECT
Since the aim of the schooling the inmates hasn't yielded the desired result he feels the process and program should be stopped amongst the inmates . He feels the effect of the higher learning isn't significant enough.

Option D - INCORRECT
it doesn't. In fact , college level should have made more significant impact because its for adult with higher interactive and understanding nature.

Option E - INCORRECT
This is not based on facts. Is there a reduction in crimes? If not, then the governor is basically doing his job by living up to the demands of his job to safe-guarding his people.
