The court order's requirement ( that each transit worker return to work ) was generally ignored

A) that each transit worker return to work
B) that each transit worker would return to work
C) that each transit worker should return to work
D) for each transit worker to return to work
E) that each transit worker returns to work

please explain your answer

Correct as written. Subjunctives (words like require/ment, suggest/ion, order) always take that + the infinitive--the infinitive being the unconjugated dictionary form, like "to be" or "to run".

A has "that" and "return." None of the other answer choices do. A, therefore, is correct. B and C have Should and Would respectively, and can be eliminated; D doesn't use That. E looks good, but "returns" is conjugated, not the infinitive, so it can be eliminated.
