Springfield Fire Commissioner: The vast majority of false fire alarms are prank calls made anonymously from fire alarm boxes on street corners. Since virtually everyone has access to a private telephone, these alarm boxes have outlived their usefulness. Therefore, we propose to remove the boxes. Removing the boxes will reduce the number of prank calls without hampering people's ability to report a fire.

the answer should give the merit of using phone calls compared to alarm box. i narrowed down between A and C.
but finally i feel A is correct
a. if phone calls are traced prank calls will be less. also people ability to report the fire it not hampered
b. out of scope. as cost is not a issue here
c. reduction of calls from alarm box is not an issues here. we are removing the alarm box to reduce prank calls
d. out of scope
e. out of scope.

Though i picked C initially,

A directly addresses the fact that doing so will reduce Prank Calls. C, however does not talk about reduction in number of prank calls.

IMO A. To me , C seems obviously incorrect in the sense thatteh passage is primarily addressing the prank calls as against the size of the fire (I mean one should be able to state the same facts of a fire through the fire alarm phones as well).

I chose A since if the fire department is tracking the calls then the prank callers will be tracked down.
